Land Use and Zoning Attorney Ann Neil Cosby Joins Firm as Partner in Richmond Office

GreeneHurlocker, PLC is pleased to announce that prominent land use and zoning attorney Ann Neil Cosby has joined the firm as a partner in its Richmond office, effective November 1, 2023.

Cosby will significantly bolster and expand the firm’s growing land use and zoning practice, which serves clients in the energy, renewable energy, data center and digital infrastructure, commercial real estate, retail, non-profit, and other sectors in Virginia and throughout the mid-Atlantic region. The firm provides comprehensive counsel on potential legal and regulatory issues that may arise during development, including prior to land acquisition, in order to help clients develop strategies to gain approval for projects.

Prior to joining GreeneHurlocker, Cosby was a partner at a Richmond law firm that specializes in land use, real estate, and environmental law. She has extensive experience assisting developers of renewable energy generation and storage, data center and digital infrastructure, commercial real estate, and other projects with navigating state and local land use requirements.

“We are thrilled to have Ann Neil join us as we continue to grow our team to serve our clients,” said GreeneHurlocker co-founding member Brian Greene. “She is one of the most experienced and well-regarded land use attorneys in Virginia, and her capabilities will be a great asset for our clients, many of whom face complex land use issues while pursuing their business objectives.”
