Simeon Brown is an associate at GreeneHurlocker, where he advises clients on energy and utility regulatory matters. Drawing on four years of experience in the Virginia State Corporation Commission’s Office of General Counsel, Simeon brings a deep understanding of the regulatory process and the legal, operational and policy considerations that shape matters before the Commission.

At the SCC, Simeon advised Commission staff on public utility matters and represented Commission divisions in regulatory proceedings. His work included conducting discovery, preparing witnesses and exhibits, drafting interrogatories, pleadings and briefs, and presenting oral arguments. He also prepared draft Commission orders, opinions, regulations, administrative procedures, memoranda and correspondence.

Simeon approaches his work with a client-first mindset. He believes that excellent work product is essential, but that the way a lawyer communicates, collaborates, and builds trust can be equally important to the client experience. His background in team athletics has shaped his disciplined and collaborative approach, while his experience as an actor has made him comfortable thinking on his feet and communicating clearly in contested and high-pressure settings.

Simeon earned his law degree from Vermont Law School, where he served as a student clinician in the Energy Clinic and Environmental Justice Clinic. He was president of Students for Community Outreach and Education and the Basketball Club, served as a student ambassador, and received the Class of 2022 President’s Leadership Award.

He earned a B.S. in biology from William & Mary in 2019. Simeon was a member of the varsity football team and participated in mentoring programs. An internship at NASA introduced him to the intersection of science and public policy and helped inspire his decision to pursue a legal career.

Outside the firm, Simeon serves as head coach of the boys’ tennis team at Varina High School. He previously volunteered as a mentor through Big Brothers Big Sisters. He is also active in theater and has appeared in productions at Live Arts Theater in Charlottesville.
